1)What is the “Youth Corps Development Project”?
The Youth Corps Development Project – is a unique program for the youth, under which young people aged between 14-29 (except school students) are offered an opportunity to enhance their professional and leadership skills, an opportunity to realize his/her social project that will benefit the local community.
2)Why is there a need for the Youth Corps Development Project?
To increase the education level and enhance the life quality of the young people, so that they can gain new skills, which are not taught in schools or universities. Moreover, the young people will be able to make a positive change in the society – by elaborating and implementing truly crucial and demanded projects. In addition, all the equipment purchased shall be left with the initiative groups, which will allow them to continue the Project implementation on the commercial basis.
3)How shall I benefit from the Project?
You will be able to increase your education level, improve your life quality, and gain skills that are not taught at schools or universities. Moreover, you will have a chance to contribute to the community you live in by elaborating and implementing a truly essential and demanded project. All of this will open you new ways of gaining success!
4)Who is responsible for the implementation of the Youth Corps Development Project?
The Youth Corps Development Project – is a joint project between the World Bank and the Ministry of Education and Science of the RK. The Project is implemented by the Coordinating Agency, which was defined on a competitive basis.
5)Who funds the Youth Corps Development Project?
The grant for its realization was provided by the Swiss Development and Cooperation Agency via a Trust Fund managed by the World Bank.
6)How many people take part in the Project?
Supposedly, in 2018 the Project shall involve 3500 young people.
7)Is it possible at all to become the Project participant?
Yes, it is possible, moreover, every participant is important for us. All they need – is to meet the minimum requirements (age, registration in the region covered by the Project), a social project idea and a group of like-minded people.
8)Why did you choose these particular regions?
By 2020 the Project shall cover all the regions of Kazakhstan. By 2017 the Project shall be implemented in four regions – Almaty, Karaganda, Pavlodar and South Kazakhstan. In 2018 the Project will be implemented in Aktobe, East Kazakhstan, Zhambyl, Kostanay, Kyzylorda and North Kazakhstan regions. In 2019 the Project shall cover the following regions: Akmola, Atyrau, West Kazakhstan, Mangystau and Astana and Almaty cities. When defining the priority regions for Project realization, we analyzed the level of demand for our Project in the regions. We gave a due consideration to various factors, such as demographic pressure, youth labour market and unemployment, youth incomes, risk taking behavior and other factors. We used the data provided by divers official sources – the Committee on Statistics of the Ministry of National Economy of the RK and our own research.
Overall, the following can be concluded regarding the pilot year regions: the North Kazakhstan region has a low demographic pressure, whereas in Aktobe and East Kazakhstan regions the situation is reverse. In addition, in North and East Kazakhstan the youth gains low salaries and the number of young people with very low salaries is relatively high. Zhambyl and Kyzylorda regions have many young people, who are neither in education, nor employed. Kostanay region and East Kazakhstan show high levels of both the risk taking behavior among the Youth and prevalence of socially significant diseases.
In general, there is no need to focus too much attention on that, because as it has already been mentioned above, we shall cover all the regions, and every young Kazakhstani citizen shall have an opportunity to take part in the Project.
9)Will other regions be involved in the Youth Corps Development Project in future?
Yes, between 2017 and 2020 the Project shall cover the whole Kazakhstan.
